You have to uncomment HTB_HYSTERESIS in /usr/src/linux/net/sched/sch_htb.c to disable HYSTERESIS. After that, you need to recompile the kernel and/or module.

This is a setting hard coded in htb to improve the accuracy. You can loose some speed but get a better accuracy if you disable hysteries. I had to do this to get some detailed htb results when testing the bursts. So if you have large bursts (100k), you have to disable hysteresis. But you can loose precision in short term calculations.
