Prio parameter
htb3 : Prio can be a number between 0 and 7. The prio parameter is only used on leaf classes. For non-leaf classes, the prio parameter is not even stored. The prio parameter is used when a packet is dequeued and the non-leaf classes don't even hold packets, so they cant't dequeue a packet and so they don't need a prio parameter.
