CBQ implementation
CBQ works, but only if you know exactly how your link behaves. It uses the link idle time to calculate it's actions. But this depends on too many unknown elements: packet size, real link bandwidth, bottlenecks, delays, ... I tested CBQ and I got some good results. But that was always on a local network. When you implement CBQ on a link that's heavily used, you can get some strange results.
