Rate limiting with iptables
You can use iptables to rate limit packets matched against a rule. Currently, you can only do this per packet. If you want to rate limit per byte, you can apply this patch:
http://etudiant.univ-mlv.fr/~jpetazzo/bytelimit.tgz

This can be used to limit incoming traffic.
